Lt. Governor Gavin Newsom says it's time for California to seriously consider legalizing marijuana. One well-known local advocate, is saying, "It's about time..."

Ngaio Bealum writes the 420 column in the Sacramento News & Review.

"It is time for California to get its act together and legalize weed -- for everyone, for money, for jobs," Bealum said.

The lieutenant governor is going to lead a blue ribbon panel who will spend the next 18 to 24 months looking at how to tax and regulate marijuana -- and put it on a 2016 ballot.

"I just hope they can go faster. I think 2014 would be better than 2016," Bealum said.

His advice -- don't over tax it.

"Marijuana doesn't need the money, California needs the money -- it's already an underground industry, so if you make it too ridiculous it will just stay under ground.
