Governor Jerry Brown says problems remain in California's prison system.  He also says the state should be allowed to take back control of its penetentiaries.

Brown spoke Thursday in Washington D.C.  He called California's prison system a mess, but

"far less of a mess than it ever was before."

He said he's working on improving health care for inmates, although he didn't sound happy about it.  Brown said he feels like

"the federal courts have a gun at my head."

California was recently granted an extension on a federal order to reduce the prison population by 96 hundred inmates.
